The Lac Courte Oreilles Ojibwe College (LCOOC) is seeking proposals from qualified bidders (Bidder/Bidders) for services to develop and design a website for LCOOC. A qualified Bidder is one that can reliably cater to the LCOOC needs and one that has relevant experience with projects of similar size and scope. LCOOC seeks to design and develop a website that is fully integrated with our [academic programs]. Looking forward, the Bidder should transition ownership, web hosting, and content management of the website to Lac Courte Oreilles Ojibwe College (timing TBD), giving the LCOOC IT department the ability to autonomously adjust data input and create content without reliance on the Bidder.
Proposal Overview:
Lac Courte Oreilles Ojibwe College will be conducting a two-step process to select for Website Development Services.
Step 1 - The first round will include a summary of your qualifications with samples of previous work history, experience, with website references of previous work.
Step 2 – Select bidders will be invited to an in-person or webinar interview and presentation
The contract will be awarded to the Bidder that can effectively meet the Scope of Work below:
• Create a responsive website and Content Management System (CMS) site optimized for desktop, tablet and mobile screen dimensions
• The website content will be primarily informational which IT staff and basic authorized users can modify and update.
• Ability to create new pages, tabs, and content which carries over the same template
• Fully customized and editable content, pages, and transfer of existing content along with update of current or outdated content.
• Culturally accurate and appropriate imagery and content attributed to the Lac Courte Oreilles Ojibwe College.
• Ability to display recent social media posts from LCOOC Facebook page, twitter, Instagram
• Integration of managed online calendar
• Provide capabilities to host Media and Video content
• Ability to incorporate E-Commerce
• Daily updates of public notices and postings of jobs, Request for Proposals (RFPs), news, and events
• Linking to LCOOC MyLCO, Canvas
• Linking to LCOOC Employee Email
• Linking to LCOOC Employee Time & Attendance
• Allow users to sign up for a newsletter
• Contact us options for more information under each department
• Implementation of Google Analytics
• Optimize the website for search engines to generate additional site traffic
• Links to PayPal, square for various donation requests
• Implementation of interactive features on website
• Provide map that identifies outreach locations and buildings
• Incorporate a search bar to search the LCOOC site for content (not a search bar to search the web for content)
• Ability for LCOOC to later integrate a FlippingBook or Adobe InDesign or similar to a newsletter page to view newsletter PDFs
• Provide Training and support for users
• Linking to emergency notification sign up site
To be effective, our website must be:
• Easy and intuitive
• Visually pleasing
• Informative
• Safe and secure
• Quick to load and operate
• Mobile responsive and friendly
Site Specifications:
• Must not require plug-ins as a default
• Meets ADA requirements - The site should be developed to meet all Federally mandated access requirements adopted by the Federal Access Board under section 508 subsection 1194.22 of the Rehabilitation Act.
• Site must be built in accordance to the Web Content Accessibility Guidelines 1.0, provided by the W3C and should also be easily accessible to the novice as well as the experienced Internet user.
• Fast Loading Pages – The website must be optimized for fast loading pages regardless of platform, browser, or device.
• Website should be built to be used with a CMS tool that has levels of access and restrictions built in while also provides ease of use for staff. Our goal is to have a short learning curve. [Google Sites is preferred and recommended! CMS such as WIX, WORDPRESS, etc. will not be accepted. Joomla is also not a preferred CMS option.
· Website must allow for future expansion for secure user-only intranets
Interview Schedule & Requirements:
All submissions should be presented to the Contact Person for Lac Courte Oreilles Ojibwe College by February 19, 2021. Once received, the Contact Person will take two weeks for the interview selection process. The Bidders will be notified by email on their selection or otherwise for step 2. Those selected for the final round of interviews will be invited to participate in a final round that will include an on-site or web-based interview and presentation.
Questions about this project can be presented to the Contact Person for Lac Courte Oreilles Ojibwe College at any time prior, and the Contact Person will strive to respond in a timely and professional manner. Upon the offer of an interview, we will ask for a Non-Disclosure Agreement to be signed and request a template contract for legal review in the event we move forward with contract negotiations. We ask that a template contract is submitted by the date of the interview to be forwarded to the General Counsel’s office.

Submission Instructions:
Submissions are due no later than 4:00 pm on February 19th, 2021.
Each submission should include the following information in this order and numbered as such:
1. Brief biography and history of experience
2. Project timeline
3. Three client references
4. Detailed description of SEO plan, including CMS information and details
5. Explain your testing and support plan
6. Description of plan for user ability to navigate the system (data collection, user accessibility, etc.)
7. Description of offered graphic/design/branding concepts
8. Explanation of handover process for Bidder to Tribe
9. Ideas for interactive website features
10. Outline cost and proposed compensation for this project and potential subsequent years if applicable
11. The price you quote should be inclusive. If your price includes certain fees or charges, you must provide a detailed list of excluded fees with a complete explanation of the nature of those fees.
12. Explain your service level agreement (SLA) structure
13. Include terms and conditions
14. If unable to meet any requirements, please provide alternative solutions and justification
Format:
This RFP may be responded to in any written format you feel appropriate; however, please make sure the answers are submitted in a clear and concise format, with the corresponding number listed as well. Please submit seven (7) copies of the entire RFP packet for review on or before 4:00 pm on February 19, 2021. Failure to submit to the above-mentioned guidelines will result in you being dropped from the search.
